Then I guess my best option would be to use KNX-enabled dimmers instead of 0..10V, such as Siemens UP 525/03 and similar from the Room automation line.

as already suggested, is the electronic ballast is a device that is powered by 0-10V. The AM2 AQ is only for devices with 0-10V. The TOE can possibly return by this construction a reverse voltage to the device, ensuring that it can not work properly. To my knowledge, however, there are alternative circuits which are offered by the technical support of Osram. Here the function of the TOE can be ensured by means of amplifiers or isolation circuits by simple modifications.
