Does missing profinet io device will cause the CPU goes to Stop?

Yes, that could make your CPU to STOP. (Your program reads and write to missing Profinet IO device)

When you say "Panel", do you mean HMI?  If so, does this HMI have I/O handled via profinet / telegram?  If there is no local HMI I/O, you can safely unplug or power off an HMI - provided the PLC logic does not require it to be present and working.

If the "panel" is meant to mean something else, please explain.

There are several ways to make it possible for a PN device connected with active telegram for (automated) cyclic data exchange to go offline without faulting the PLC.

However, the PLC logic needs to allow for this in some way, like placing that production line in an offline or maintenance state so the logic does not execute at all for those I/O devices.  Otherwise, attempts to access that unavailable PN I/O generates diag buffer entries every PLC scan.

I have a 1511 CPU, connected to 3 as-i gateway (one for every production line) using profinet network. I planned to do a maintenance to one of the gateway (production line) panel without causing the plc to stop so that the remaining line keep working. Please need help,

 By Panel i mean an AS-i Gateway (Profinet IO) not an HMI

In that case there should be some programming. 

You can decouple a profinet IO device, but in your program there should be some pre conditioning. 

Not to read and write to that device etc.
