The image should be included in TIA Portal v15.1 upd.8

Try to repair the installation of Update 8, 

Updates for STEP 7 V15.1 and WinCC V15.1

In TIA V15.1 the Images for the panels are included in base installation and in the Updates, so you d not have to install the image seperate (like in newer TIA versions).

But old images for V13 and older are not included in the main installation. If you would need it then you have to install the legacy imaged DVD.

But check in your progam at the HMI device which Image Version you have set

a screenshot of it and a Screenshot of the screen before loading (with the actions for loading) would be great that we can see whats going on

and which Image is loaded i the panel at the moment? (which HMI device)
