Error Server Too Busy

Hello Expert,
Today in the afternoon I started to receive error-server too busy, frequently. Which made me to post the query almost impossible. Can any body share the information about this error. The screen shot is attached here with for ready reference.

I am also wondering whom are all of theese users!!!!

It seems that the first 50 are "Active users" and the rest are "Image users"

15,000 active users probably means 15,000 users who have been active recently. Not really active all at the same time.
