There is a FAQ about this but I can't find it for WinCC Flexible at the moment so I send you the one for Step 7 which is exactly the same. This behaviour happens on Compaq and HP PC's. Just follow the FAQ: How can you clear the cause of the message "Please reboot before installing any more programs"(Windows XP/2000)?
