Unfortunately, it looks like you did something wrong, because if this was a common problem, I would know about it. But just to be sure, you should make sure you have the latest V18 updates installed.

Assigning all roles to one user is a bad idea because the HMI Monitor Client role is only allowed to monitor, but this role is superior to all other roles and their functional rights.

You should also make sure to overwrite the user management during the download if user roles have been changed.

Probably the best way for us volunteers in the forum is to provide a small test project or at least some meaningful screenshots.
