You are talking about Template Screens So you probably use WinCC Comfort/Advanced, Am I Right?

-> In this case you have to know that the Items in the Templates are always behind the screen Items in the normal Screen. And of course there are also Screen Items that are always in the foreground, like Controls and so on . SO the only Way to get something in the foreground over all Items is to use a Popup Screen.
