Have a look to the following application example:
Data acquisition and storage with an OPC client in C# and the SIMATIC NET .NET OPC Client API

It reads from a PLC, and writes eventually to a CSV file (which van be read by Excel).

It is written in C# (based on .NET)
Because of .Net, the conversion to VB.Net seems not that difficult.

first of all you need an OPC Server that is able to access the S7PLC (For Example SIMATIC NEt OPC Server or for example from SOFTING). Then you could use almost every code example for VB Based OPC Client to read/write the Data.

To write in Excel from VB its wuite easy. Just use the MS Automation Interface like

...Set ExcelSheet = CreateObject("Excel.Sheet") ...

Or you do not use a the OPC Way in order to use a direct communication driver like snap7.
