I'm trying to compile an empty wincc pro aplication v17 in a fully licensed engineering station.

The machine has windows 10 Pro 21h1.

When I do a clean compilation after deleting the IM folder in the project folder and running cccleaner everything goes fine.

If I try to recompile after that (alwys compile all) it fails with 2 errors as follows:

It feels like an SQL User permissions issue to me but I can't figure it out even from the system logs or SQL logs.

Everything looks clean to me...

What am I missing?

This Windows version is not released to use with WinCC Professional v17 as you can check:

You can check this image at the compatibility tool.

I know it's not.

But the ISO that you can download from Microsoft IS 21H1.

So short of trying to find an older version and redo my VMs (which seems really cludgy and really not appropriate) I want to find a solution to make this work.

As Siemens will have to do anyway because of security enhancements from previous builds and lack of long term supprt.

I just saw that the wincc agent wasn't able to start in sql. could that be the problem?

From my experience, when a software version is installed on a PC with an OS that is not released, there is usually a high probability of failure, since the system has not been tested by Siemens yet and the operation of the software cannot be predicted.

If an empty TIA Portal project has compilation errors, it is certainly abnormal behavior, so it is very possibly due to this incompatibility and you might run into more problems in the future within this environment.

I would strongly recommend that you install the software on an OS released by Siemens.
