Unfortunately it's not possible right now to disable the taskbar on the panel.

However we received this feedback from many customer. So right now it's in discussion to make it possible in a future version or update to disable the taskbar.

The only option we have right now is to "Enable password protection for control panel access"

This however doesn't prevent you from exiting the runtime. Just from accessing the control panel pages.
