As V14 is used, i have to ask for the configured panel OS version in TIA V14.
If the version is too old, a connection is not possible. The version topic is described in this FAQ, maybe this is somehow helpful.

Why do you not get a connection between PLCSIM and a Panel Simulation after migrating to WinCC TIA V14?

Thanks for your quick reply, I have updated all TIA v14 versions V10, and HMI configuration in last version, unfortunately, it is still the same problem
