I have downloaded the PIU to install on my laptop but no matter what I do or download it says that windows can't run the msix file and I can't find any app that will work. I've tried checking the app installer and downloaded a package tool but nothing is working

Does anyone have any suggestions or know where I can get a normal .exe file that will install it ok?

The os is windows 11.

I get the command promt window pop up and then the message Windows can't open this type of file (.msix)

According to your screenshot, it somehow looks like Windows App Runtime is installed in an older version, but also in the required version, causing the installation of the required version to fail.

Running these commands with Windows PowerShell might provide more information that you can use to manually remove or install a required package.

Get-AppxPackage -Name Microsoft.WindowsAppRuntime* | Sort-Object Version | Select-Object Name, Version

Get-AppxPackage -Name Microsoft.DesktopAppInstaller | Sort-Object Version | Select-Object Name, Version

However, this might cause another application to stop running.

So it might work, but most likely the HMI Panel Image Updater will not be installed. So you might consider reporting the problem to Technical Support.
