How to configure users?

I have installed TIA wincc Unified V17 . I created design and done communication with PLC. also start my project in runtime. When i open localhost or IP address in my browser to open runtime scada it get open . 

After i click on User management it opens new page and shows "

No user management domain is available. Create one before using the User Management Web UI page.

Please let me know how to configure users. 

Note : I have added local users in TIA project security already but still its not work.

Split from Unified UMC Problem.

Maybe you have to rerun the Unified Configuration. There you have to define, where the users are coming from. You need to check the local user Administration to be downloaded from the TIA Portal.

Hello, I did exactly that you said, but the same error appears. How can I to find the local user management in my computer, because, I don't know what user and password to use to enter in my application. Could you help me?

Hello, also check if you selected an option, in the Assigned roles tab.
