Hi, You can measure interface level, the water and fuel have different dielectric constant and this product are not miscible (Blend able). This property allows choosing, transmitter of level by capacitive principle or by radar (electromagnetic) principle. You need considerate what is the material of recipient, because it is important when you select capacitive level transmitter. The product of Siemens for this case is LC 500 (Capacitive level), or LG 200 (guided wave radar, version coaxial for interface detector). For example, if you select the LG 200, this radar have two analog outputs, you can use one of the output available to measure water (interface).
