How to do development on a laptop with TIA WinCC without TSCB ?

I need to make an SCADA runtime application for another computer where it still needs to be installed TCSB. I dont have TCSB on my laptop , so I dont know how to make a tags in project? In manual there is only online tag definition!? So, how to make development with complete tags without TCSB on development PC, but for a PC that will have a TCSB? ------------------------------------------------------------------------------------------ Split from TCSB and OPC Server for WinCC RT Advanced.
