Could you please tell us the version of TIA Portal you are using exactly?

At first I would say that there is no function within TIA Portal or the Unified scripting functions to access the ID of a parameter set type. I have attached documentation of the functions that are available. In case is useful for you.

Surely you would have to check how to do it by scripting to be able to read this value and write it to the PLC. I will check to see if I can find more information.
