Please realise you are not giving us much information to work with.
* The software has several update versions
* The PLC has several firmware versions
* Encoders have various types and connection descriptions.
* No mention is made about the rotation speed.

The amount of information you are asking from this forum with the little data you give makes me believe that you want to sit back and be spoon fed the solution.I do not know if fellow volunteering users will do that for you.

It is very easy to just give you sample project - but you will not even know where and what was done.

I think you should visit your local Siemens supplier and let them show you how.

Allow me to put the frustrations to paper -


Software:
Projects created by TIA Portal V13 SP1 cannot be opened by TIA Portal V13 (without service pack). _{{I have TIAP V13 SP1 Update 9... what do you have?}}


PLC:
CPU1215 does not have firmware earlier than V3.0.
Firmware V3 has a fixed pattern of inputs linked to HSCs.
Firmware V4 is freely selectable which on-CPU inputs can be used for HSCs.
Not all inputs can handle 100kHz. The software however tells you which frequency the input can handle.


Encoder:
Common collector connection type encoders needs a pull-up resistor before connecting to PNP inputs. When using NPN inputs, then all other sensors should be connected in NPN.

Dual direction encoders comes in 3 variants. The quadrature pulse type is the most popular. When configuring in the PLC, there are two multipliers to choose from.. x1 and x4.

The description of the encoder characteristic is normally listed on the paper that is shipped with the encoder. See attached for an example - special attention to page 3.


(User) Program:
A hardware configuration already makes the HSC work. The encoder type used as well as the required update rate is important to select the right configuration and input filtering times.

No code is needed to get a reading from the HSC. Code is required if there are special requirements like zeroing the HSC at regular intervals.
