IPC547G Ind.Workstation - RESTORE system not working

Hello - I need your help.

I have IPC547G Pcs7 workstations and harddisk on this PC stop working, Ok I have backup from this PC over siemens tool USB - Paragon Hard Disk 15 (Suite). But i have only System backup ( Boot, Local Disk, System and WinRe). Now I try get restore on new harddisk over Paragon hard disk manager 15 (full launcher). Restore was done and partitions was maded (1.boot,2.local disk,3.system, 4.WinRe) .. but when I try turn PC system get blue dead with error 0xc0000225 with= required file is missing or contains error = windows\system32\winload.efi

My question is .. can i do a successful system restore on new hard drive with only system backup partitions (boot,localdisk,system,winre)??? or i need full backup with all partitions on hard drive?
