Is additional memory area Volatile or non-Volatile?

Please explain your question a little more...
those "memory" areas you are talking of is the {direct raw access} to inputs and outputs.

Yes, the picture helps.

The {additional memory areas} you see there can be seen as non-retentive.
Worse than that.. it can change several times even in one scan.

As for the hardware related M-memory, Timers and Counter..
Those you have to normally tell the PLC which to have retentive.

in s7-400 process images are in Work memory (unlike in s7-300 are in system memory)  and we can have Hot restart and keep retain or non-retain data by it ...

in s7-1500 or s7-1200 fortunately or unfortunately we just have Warm restart and temp local data & process images are in additional memory (system memory) .sometimes is trouble maker if we(like me) overlook about this concepts and cpu position.

im in research level for new project by s7-1500.

With all the easy configurable retentive memory available through DBs,
do you really think it is a problem?

Besides... as far possible we have to design in such a way that at start-up the system goes to a known controlled position or state. Putting too much faith in the method that the PLC starts up in can cause problems sometimes... as you already observed.
