Is there the SCADA or not !? because when i activate the runtime of unified i don't recieve any thing , just when i enter to the navigator i can access to the HMI ! WinCC Unified is a Webbased system. If you start the Runtime in the Runtime manager (or simulation) then the Website in the IIS is started. To connect to the runtime you have to start a Webclient (local or remote) -> Open Browser and connect and login to the Runtime with an Instance Bye Murof

As mentioned here, when the runtime is Running, even without the browser open, you can monitor the tags. If you can provide more details, and also say the model of the device you are using with the versions, we can try to help further. good luck.
