2. To login a user automatically when the Runtime is started is a bit more difficult, because the panel has no event executed especially during the startup. So here it is neccessary to build such a function yourself. Right now I can think of the following solution:

The solution would be to create an internal HMI-Tag which is set to 0 at the start of the Runtime which is used as a "help-tag" to indicate if it is the startup or not. On the start-screen you connect at the event "loaded" a script. This script checks at first the value of the internal HMI-Tag from above. If this tag is 0 then the user will be logged in by using the function "Logon". Directly after the user was logged in, the internal HMI-Tag will be set to 1 and then the script is finished.

With this way, everytime the start screen is opened, the script will be called. At the first opening of the screen the internal tag is still 0 and so the script logs in the user you want and changes the tag to 1. Every other time you open the start screen the script notices that the internal tag is now set to 1 and does nothing at all.
