yes you can access the file which is preset on  USB  via HMI Mini Web server. 

As you know about VPN , Enable the web server in TIA portal comfot panel project and download the same in HMI. once downloading is completed , enable the User Administration in comfort panel  and give the access. After doing this access HMI web server and do lot of stuff.

I see that this thread is old but, anyway I would like to as a question.

Is it possible to set up Login/Password to access MiniWeb or Sm@art server without being present in front of HMI? Is it possible to do it from TIA Portal?

My problem is that the machine I am working on is already installed and working in a very remote location. I do not want the client or local people to go into HMI settings to set up "User Administration". But I have a PC inside the electrical panel with TIA Portal 15.1 on it and connected to HMI and PLC. I have remote access to that PC.

I have already activated MiniWeb and Sm@artServer in TIA Portal and loaded the project to HMI.

When I am trying to access MiniWeb or Sm@artServer I am asked to enter Login/Password.

I have read in some manuals that I need to go to HMI settings "the WInCC Internet Settings -> "Webserver" -> User Administration (HMI control panel)" 

I hope that there should be a way to do it completely remotely, from TIA Portal on a locally connected PC.

I would very much appreciate any help with this subject!
