Modbus TCP runs on top of IP, and should be encapsulated in tunnel packets like any other TCP/IP communication. Just be sure that: - the VPN is not that slow (depending on the transport networks used like sateliet communication) that you would get timeouts/retransmissions. - the VPN gateway does not have a built-in firewall at the tunnel ingress/egress where you must specify what may travel trough the tunnel. Be sure not to drop port TCP/502 traffic.
