maybe it is not clear to everyone what you want to do. When I read your post, I rather think of HMI styles as they are available for Comfort Panels and WinCC Advanced RT. If this is what you want, then the answer is: Unfortunately, styles are not yet available for WinCC Unified.

An image says more than a lot of words. I want to create a web application with a library that contains my own user controls. As it is a web application, It will be web controls. When I have a VoT screen open, I do havea library option but I can't create anything sensible in there for VoT

unfortunately the picture does not help that much. Maybe it's a misunderstanding because of the wording you use.

In Siemens language use a 'Custom Web Controls' is a freely programmable control to extend the functionality the Unified system is providing. According to your picture a installed web control will be found at "Toolbox > My controls". In this case the link provided by itafusna could provide a useful example on how to create a Web Control. But unfortunately it is not possible to save them in a library. They only can be saved within a project or localy on your computer.

In your screenshot you have highlighted a VoT screen. If you intend to put it in the library, you can do that, but not as a type but only as a master copy.
