A customer wants to know if he purchases a license WinCC Advanced COMBO V13, he would still need a license WinCC flexible Advanced 2008 to open/edit HMI software that was develloped with WinCC flexible 2008.

this kind of licence I got on my PG but v12 and can open/work without problems in WinCC Flex 2008, but why you don't call your Siemens representative for sure?

When you have a COMBO license WinCC Advanced TIA Portal, You can use WinCC Advanced TIA Portal and WinCC flexible 2008 Advanced.

Go to 'Ordering Data' and when you open the Excel file, you will find this note

3) Combo means a Floating License, that can be used for WinCC flexible and also for WinCC (TIA Portal). WinCC flexible and WinCC (TIA Portal) can be used in parallel.
