If I dont have a license for wincc unified pc, is the software not suppose to default to trial? |

afaik no, for PC Runtime no TRIAL Licence |

Hello Nkuthal, Part A:
Part B: Now if you have any of the below non-WinCC Unified licenses then still the respective Unified license is compatible, and the respective Unified device(s) can be configured and used in TIA Portal.
Part C: If you have installed the WinCC Unified software and do not have license, then you have the one-time option of activating a Trial License. However, this license is valid for a limited period only and expires after 21 days. Please refer the Licensing STEP 7 and WinCC section in the V18 System Manual for all these details.
