loading will not be performed because preconditions are not met!

hello every one ,   iam trying to use wincc unified 16 to make like machine check list for the operator , 

but i face problem during running the simulation , (loading will not be performed because preconditions are not met!)

how can solve this issue , i only use my laptop , do i need any this else , ??
