LOGO! 12/24 RCE: FS:02 on the box, does this mean there is no MODBUS capability?

No. Only LOGO!s 0BA8 with the order number 6ED1052-XXXXXX-0BA8 and Firmware FS04, FS05 or FS06 have Modbus. Also the actually LOGO!s 0BA8 with the order number 6ED1052-XXXX08-0BA0 and Firmware FS01 or FS02 have Modbus.
