First you need to select all project languages you need to display (menu: tools --> project languages). The you can switch between the languages in your project by "languages & ressources" on the right side task card. But I guess russian is not supported, but you need to try. In HMI Runtime you can toggle the languages.

In "big" WinCC + classical STEP7 it was possible to translate system texts: https://support.industry.siemens.com/cs/ww/en/view/23596958 Is it possible to configure TP1200 Comfort and to translate system texts in WinCC Flexible?
