this functionality is documented in help system and has this defined functionality:

- default: if you use bitwise animation it is only defined that only one bit out of the tag has to be high, if multible bits are high then its a not defined state and the animation will not work

- If you set the global setting from the screenshots: If multible bits are high in the animation tag, the lowest high bit will be used for animation. This is a compatibility setting for older migrated projects but can also be used if you need this behaviour

you should understand xactly how it works to use it properly. If you need the multible bits then you have to use scripts of a different kind of animation.

So its not a bug or does not work, it does what it should. (If its a useful functinoality or if it should act different is another question)
