no the answer is much simpler:

-> in the Installation DVD TIA Portal V19 (there is only one with all products) there is only WinCC Professional Engineering included, not Simulation/Runtime!!!!

this is the first time you will need to install the Simulation extra in a different Setup.

And so if you do not have done this so far the old version is still on the System and TIA sees only the oild version and not the V19

If you have a SUS (OSD or Package) there is a installation file/medium included for WInCC Professional V19 Simulation/Runtime.

I think the official download of this Package is not yet online (They deleted the broken link from the delivery release....)

after installation you see something like this in stalled SW:

I´m Sorry but still the Link for WinCC Runtime/Simulation Professional V19 is not online yet.

In the Delivery release there is only an information "Downloads of the WinCC Runtime Professional will follow."

You can try to open a service request perhaps there are possibilites but I do not know exactly

All available WinCC Runtime Professional products can be found in the Industry Mall. There you can filter for the desired version, package, edition, etc. However, you must have an account to order there, and if you are not yet registered, this may take some time.
