I did it, and in effect, uninstalling only the WinCC basic allows you to install the advanced version but trying to use the program a message appears: "TIA Portal cannot be started because the installed products of the TIA Portal have different versions."  And now is no longer started.

By the way, I am experiencing the same desperation, There is no fast internet where I am and I have two days just downloading and finally does not work. Download a previous version for later update will take me 2 days more.

Can someone help us posting the correct links and steps to install the TIA portal V14 SP1 with WinCC comfort/Advanced V14 SP1 please?

 I just dowloaded the newest installation media to all TIA v14 products and installed them and can run the product. Are you sure you have installed the latest version of all parts of TIA v14?

You can use Totally Integrated Automation UPDATER to check if you need updates to your installed versions.
