You can not use WinCC flexible. You need WinCC Comfort if you want to use Comfort Panels or Basic Panels.

And when you want to use only Basiic Panels, you can use WinCC Basic.

When you have original WinCC flexible project (2008 sp3), you can migrate the project in WinCC Comfort or WinCC Basic.
