Obtain gas consumption value from gas meter via it's pulse output.

Greeting everyone which are part of this big helpful community. This is my very first entry in here. Here is the issue.. I would like to read gas flow value from Elster quantometer pulse output via s1200. Pulse output gives 10 impulses for each m3 of gas. Quantometer has two output cell. I want to use the one with "reed switch" on it. At this point I'm at very begining of this project. Do i need some module for convert pulses to 0-24v, or like EtherMeter solution which compatible with both Siemens and Elster. Exact model of meter is "Elster QA 25"(http://www.elstergasdepot.com/qa25-m40-metric.html) and i also found pulse output cable(http://www.elstergasdepot.com/pulse-output-cable-qa.html) for this product.
