This may change in a future update for the portal software. Maybe that is why they mislead you with the s7-1200 / 1500 simulation text shown in your image.

As huggy_d1 said the S7-1200 PLC does not simulate, but the S7-1500 can simulate. Roughly the steps: create a TIA project with an S7-1500 create some code you wish to simulate compile the project and make sure there is no problems start the PLCSIM V13 software create a new project in PLCSIM that is the same PLC as in TIA keep PLCSIM software open back to TIA and use PLCSIM S7-1500 link to download to PLCSIM ensure to place the PLC in run and use TIA as if you are linked to an actual PLC There is no need to create any secondary device inside TIA. TIA responds as if the PLC is actually connected. In actual fact TIA is connected to the PLCSIM software. Need more detail?.. is it helpful? w [2015-04-30] The S7-1200 can now simulate with PLCSIM V13 SP1 That is packaged with TIA Portal Basic V13 SP1.
