sorry you searc a TP700 Comfort (your Order Number)!
For this you need WinCC Comfort or above.
WinCC Basic only support the Basic Panels like KTP700 Basic!

KTP700 can't be Comfort. It's either KTP700 Basic 2nd edition, either TP700/KP700 Comfort. If your panel is Basic then WinCC Basic is enough, if you have Comfort HMI, then you need WinCC Comfort.

For PLC would be enough TIA Step-7 Basic if you use only S7-1200, but if you want to use S7-300/400 then you need TIA Step-7 Proffesional.

here again the correct answer to the product you mentioned and to the Questoins in your last Post:

You have the Panel:

In the Text from the mall you could read you need the Package and License "WinCC Comfort" in you r TIA portal Version.

With WinCC Basic you only could use Basic Panels.

With Step7 Basic you could program S71200 PLC only. 

With Step7 Professional you could program S71500/S7300 and S7400 PLC and of course also S71200.
