PC reboots contineously

Good day.

I am working on SIMATIC PC427B Version 07 01 07, running Microsoft Windows XP Embedded. I am having trouble to get it pass the boot process. the PC don't go beyond BIOS. It keeps rebooting continuously. I have tried SAFE MODE BOOT, OR LAST KNOWN GOOD CONFIGURATION but with no success. Please help a way to get pass this.

what I would do is

- make a full backup image of the current system (i.e. with SIMATIC Image & Partition Creator)

- figure out, if it is a hardware problem or software problem (try to boot linux os from usb)

- (optional) re-install the operating system and required applications

- (optional) replace defective hardware components
