PCS 7 & Profibus Communication

Dear Sir;

In our Process Plant we are using PCS 7 DCS & Profibus-DP Communication system for our automation requirement.
At the developing phase we have been asked to provide 100 STATIC IP addresses by the PCS 7 developers, but they are not able to justify for what purpose they want those IP addresses ??
As far as my concern those IP's are required only when you want to access the Process Plant data(operator or Engineering station) from outside the Plant Server.

Basic question is , is there any need of STATIC IP's in the Process Plant Ntework
Pl clarify if there requirement is justified.
