Phased Commissioning - Startup with PB DP nodes not connected

Hi All,
We have a 319 F PLC (running safety program) connected to many Profibus DP drop points (see attached). I want to conduct phased commission where only some Profibus nodes and some Sinamics Drives are available, eg Main PLC rack, MCCG, MCCH, C25 only. The rest are not connected.

I have run into a problem where the CPU will not go into run mode onwarm restart (ie power on) because it cannot “see” the missing Profibus drop points and hence not start up. When I try to switch from Stop to Run (from mode selector switch on the PLC) the Run light blinks repeatedly, but never goes solid green. It stays in Stop Mode.

I have selected “Startup if preset config does not match actual” for the PLC config

I have also done the same for each PB DP drop point IM.
I have also included OB86.

I have looked at SFC12 but it cannot run in OB100 (Restart). It's can't run in OB1 on first scan because the CPU never goes from STOP to RUN mode.

Any other suggestions?

Thanks. The issue not a rack failure.

I would like to commissionthe PLC with some of the Profibus DP nodes physically missing from the network but remaining in the Hardware Config.

I believe the Startup Procedure (warm restart, from power off to run mode) for the S7300 319F CPU is to look for DP nodes to parameterise. Once all have been found and parameterised, the CPU goes from STARTUP to RUN mode. I would like the CPU to ignore the PB nodes not connected and startup anyway.
