Hello The Backup Battery may be OK but is the battery supply actually reaching the CPU. There could be a problem in wiring ( Break in the Wires from the Battery compartment to Backplane ) , Faulty Backplane / Slot or damaged CPU connector Pin Etc. One way to find this out ( During normal operation ) is to evaluate the Output PLC Info -> ISTACK ( Pl see the attached procedure in STEP5 ) On the first screen ( Control Bits ) check if BAU bit is set ( a "x" mark below it ). If yes that Battery backup is not working and would need to be checked for reasons given above.
