 You should use GET PUT instructions for  PLC to PLC data transfer.

1-How do you program the communication blocks FB63 "TSEND", FB64 "TRCV", FB65 "TCON" and FB66 "TDISCON" in order to use the TCP protocol for data exchange by means of the integrated PROFINET interface of an S7-300/S7-400 CPU?

 You need to find the gsd file for this plc and then program it in siemems plc hardware for doing so

I think  direct get put may not work because its not both the plc are of siemems

I think you can work with open communication and use TCON,TSEND...

If you choose TCP you need Port Number and IP-Adress of your communication partner.

all depends if you can make communication on both sides, in case of user communication via TCP it can be made. I was looking to that Phoenix CPU manual and you have there 3 instructions for that - Connect, Send, Receive, pretty same as in S7. Also you can ask Phoenix for some support to find solution to look from S7 to Phoenix CPU memory. What I saw in Phoenix documentation, also OPC system can be used but I must say that I never worked with Phoenix PLCs. Simple user communication over TCP connection prepared on both PLCs can be solution.
