During the experiment I’ve encountered a problem:

When I chose to download ‘All’ to device to perform a cold restart , the retentive data: “Data_block_1.shu” could not be initialized.

And if I chose to download “Hardware configuration” to device , the “Data_block_1.shu” was initialized.

The hardware is CPU1214C ver1.0
The software is STEP7 V11

Why chose ‘All’, the initialization was failed?

it is a different, whether you declare a new DB as "Optimezed" or as "Standard-compatible with S7-300/400" in the Add new block dialog. By optimezed DBs you can choose for each single DB variable whether do you want with "Retain" or not. Perhaps the following FAQ could be mainful for you:
