This can happen if the ADO redistributeable (Microsoft Access database engine 201x) is corrupt or the 64Bit version is installed (Office 64Bit installed?) SCOUT or SCOUT TIA need the 32 Bit version. https://www.microsoft.com/en-US/download/details.aspx?id=13255
