which Operation System?
Really WinCCFlex 2008 ? Or do you mean WinCCflex 2008 SP5 ?

Have you check the logfiles for dteiled error messages or check the Windows Event viewer?

 When i am going to install WinCCFlex 2008 SP5 in my programming laptop at that time its showing below error.

Software: WinCCFlex 2008 SP5

Machine OS: Windows 10

Error: Microsoft SQL Server 2014 SP2 Express Edition Setup cannot complete the installation.

Please help me to solve this problem. Any way?

Yes, other Siemens software installed like Step7, Starter, Step7_Distributed_Safety.

without the logs is hard to say which error happen.

so please check the logs of error entries or attach the logfiles here.

I have this same problem, windows 10 trying to install WinCCFlex 2008 SP5

Issue is Microsoft SQL Express 2014 not installing from WinCC Flex download.

Does anyone have a resolution?

I will tell you how I managed to solve the problem of installing WinCCFlex2008 SP5 on OS Win10Pro
Everything that I wrote helped me, you decide whether you will repeat my actions or not.
So I have an HP laptop with OS Windows10 pro x64/

Before installing WinCCFlex2008 SP5, I already had Step7 2010 v5.7 installed
So, when installing WinCCFlex2008, I received such a message as in the topic
“Microsoft SQL Server 2014 SP2 Express cannot complete the installation”
This is due to the fact that the WinCCFlex2008 installation package contains the SQL Server 2014 SP1 + update to SP2 installation package and it is located in the distribution kit in the -”SQLExpress” directory

When you install SQL on your computer, a directory is created in the “Program files (x86)” directory
“Microsoft SQL Server”, by the way, it has a directory where you can see the installation log and error code,
(for example, I had it here and this “C:\Program Files (x86)\Microsoft SQL Server\120\Setup Bootstrap\Log\20220921_224843\SqlSupport_Cpu32_1.log)

What needs to be done to install WinCCFlex2008 SP5 again
1) through the removal of programs, remove SQL Server from your computer (if any)
and any, not just SQL2014, such as SQL2008, etc.
2) delete directories associated with SQL in the directory Program files (x86) and Program files( directories-Microsoft SQL Server).
Some folders can only be deleted as an administrator or after a reboot.
3) Delete everything related to SQL Server in the Registry! Here you need to be very careful before cleaning the registry !! IT IS MANDATORY TO MAKE A BACKUP OF THE WHOLE REGISTRY !! so that in case of no luck, restore everything.
I did this procedure with the help of the -CCleaner program, and uninstalled the software and cleaned the registry.
4) Now you can try to install not WinCCFlex2008 SP5, but separately SQL Server 2014 sp2
this will simplify the further installation of WinCCFlex2008 SP5
We download SQL Server 2014 SP2 from the Microsoft website (SQLEXPR_x86_ENU SP2.EXE) and try to install it.

If the installation of SQL Server was successful and there were no errors during the installation, then after the installation is completed, the installation of WinCCFlex2008 SP5/
BUT it didn’t work out for me right away .. oops :)at this stage the installer gave me
error during installation install_SqlSupport_Cpu32_Action with a request to insert
installation disk in CD and click OK. (the required file is (SQ_SUPPORT.MSI)
All attempts to point to this file from the SQL installation directory - (SQLEXPR_x86_ENU SP2) did not work. - All the same, I asked for the installation disk again.

!!THIS ERROR occurs if you have already tried to install SQL Server or it was installed but not uninstalled or not properly removed from your computer for some reason.
I tried to install SQL Server 2014 SP1 and SQL Server 2014 SP3 but the attempts were unsuccessful - I wrote an error that this version of SQL is either old or very new :)
At some stage, the SQL Server 2014 SP2 installer gave me an error message
(Unable open Windows installer file : C:\Windows\Installer\cee176.msi)

You need to find this file(type in command line C:\Windows\Installer) and rewrite it into a separate . When studying this file with the WinHex program, it turned out that it was empty !! :) although the file size was 2.32Mb .that's why Windows could not complete the installation or uninstallation of SQL
I noticed that next to my bad file cee176.msi (this is the SQL program installer) there is another one with the same size of 2.32MB but called differently cee11e..msi (this is the same SQL installer). It also needs to be rewritten to another folder. Having studied this file in WinHex, it had a code inside, that is, it was not damaged.
!! You need to change the name of the cee11e .msi file to cee176.msi and then move it to the old location at C:\Windows\Installer.
Now repeat the procedure for installing SQL Server 2014 SP2, it should pass without errors. After that, already install WinCCFlex2008 SP5, it will also succeed if SQL installation was successful. Next, install WinCCFlex2008 SP5 UP1 and WinCCFlex2008 SP5 UP2 and WinCC flexible 2008 SP5
Update 2 STEP 7 V5.7 Integrity Patch is for WinCCFlex2008 projects to be visible in Step7. (How to do this is here in the FAQ on the site)

PS I suspect you will have different filenames in C:\Windows\Installer. Those that are cee11e .msi and cee176.msi, but I think the meaning is clear.
