I have worked with 2 such software packages: Siemens PDM and E+H Fieldcare:

- PDM (Siemens) :

Both software packages  monitor, configure, diagnose and calibrate the process instruments on the network when the correct configuration has been implemented, and when the correct package (licenses) has been selected. I would talk to your nearest Siemens and E+H reps before you buy, so you can have presentations and support for selection of the adequate software package for your project..

Now these 2 packages work with different instrument definition files: Siemens provides EDDs (see the first link above), while Fieldcare uses FDT/DTM data structures. You do not really need to understand the difference between the two, just make sure that the instruments you want to use are available in either one or the other softwares (or both) before you select one. Once you have chosen you will have to continue with it for a while.

Note, for information only, that there is an effort to integrate  EDDs and FDT/DTM so they can be interchanged; this is called FDI, Here is a bit of information on the subject; PDM 9.1 is now starting to support the FDI interchange format allowing it to integrate instruments from manufacturers who work with FDT/DTM, as you can see in the first link above. Efforts by E+H are on their way, ask your nearest re when you approach them.
