As detailed in the WinCC V18 (TIA Portal) delivery release note, for this new version:

• No new dedicated RT Advanced version
  • Ensured Compatibilty of  WinCC Advanced
    • Stable V17 version of RT Advanced in use
    • No new licenses necessary for WinCC RT Advanced V17

So, you would need to install RT Advanced V17 and have a RT Advanced V17 (also valid for V18) license.

are you telling me that I can use the V17 RunTime to use a Panel PC programmed with WinCC Advanced V18?

There is no download link for WinCC RT Advanced V18, as WinCC RT Advanced V18 does not exist. WinCC RT Advanced will continue to be configured with device version V17.0.0.0 in V18. The project therefore runs on WinCC RT Advanced V17 after the transfer on a PC/IPC. The installation data carrier for WinCC RT Advanced V17 can be downloaded from the support pages at the following link:
