S5 CPU 928B MLFB 6ES5 9283-UB12 WITH 135U RACK 6ES5 188 3UA11 NOT GIVING ANY OUTPUTS ,BASP LED ON

Dear Friends ,
I am facing one strange problem with this CPU .
CPU is programmed and is in run mode but there are no outputs as BASP LED remains ON.

How to find out the reason for this,
In online modeI checked the the OBs are running but why outputs are disabled.

Only change we have made is PS 6ES5 955 LC41 was faulty and replaced with older version
6ES5 955 LC14.
Cleaned the rack throughly and checked but still we have this problem.
Any suggestions please,

Dear friends,
As I said The only change we have mae was PS. and this PS LC14 need External 24Volt D.C after connecting this the BASP Led has Gone and Out[uts are now switched ON.
But Still we have on other problem (Speceial for S5-135U) CPU asks for overall request after Power On /Off.
I checked online all Blocks are present but CPU asking for Overall Reset.
Checked in ISTAK it say overall request generated by system?

What is this?
