How do I program an output to turn on when an analog value does not change a given amount within a given time?

I cannot recall any funtion that calculates rate of change of analog value.
Here is a hint on how to proceed

You want to set an out put if rate of change of an analog value is less than the specified value.

You need to write a PB

Use a timer to store to analog values at the required time intervals.

Simply subtract these stored analog values and compare with your desired rate of change and use the result to set/reset the out put bit.
