Did you refer to this thread, and to the links provided by Fritz's post within that topic: https://support.industry.siemens.com/forum/ww/en/posts/cisco-switch-and-simatic-profinet/106045? You need to contact Cisco support for guidance configuring your hardware with S7-1x00 PLCs, and Siemens S7 communications in general. I recommend configuring the controls network within a VLAN, and that when you need to access a PLC via that network switch, connect through a VPN into that VLAN so all the protocols required for discovery will work. Otherwise, when you "search" for Profinet devices, they probably will not be found - because that discovery protocol is not routable (my understanding). But, connecting via VPN into a VLAN with just control devices allows protocols to work. Of course, you have to allow the Cisco device to pass all the required S7 and Profinet related protocols / ports correctly. Cisco should have some documentation on how this is accomplished. FYI, I read this: "the PLC was unable to obtain the IP address on our network" which reads like it was attempting a DHCP lease, but failed.
