Yes it is not possible, Check the new features of TIA V13 in the following link and there is no note for supporting H-CPUs there. Personally, I prefer using STETP 7 and I believe that it ismore efficient than current versions of TIA Portal.

it means can I programm the cpu 400-H by TIA v14?

I have the same question about the presence of this cpu in v.14. Is there any one to help us?

Still no support for S7-400 H in TIA Portal V15.

Chances are an S7-1500 H will come out later this year and 400 H's will remain the domain of PCS7/classic Step7 (and yes, I am speculating here)
